Work Experience

Technical Writer, EG&G Technical Services, Idaho Falls, Idaho. November 2003 to present.
Since November 2003, I have been writing operations procedures, system descriptions, and qualification packages for the Advanced Mixed Waste Treatment Facility. A large part of my responsibility is ensuring that documents work properly and are technically accurate.

Principal Business/Administrative Specialist, Bechtel BWXT Idaho, LLC (BBWI), Idaho Falls, Idaho. July 1996 to September 2003.
I worked for three years as a procedure writer at the Test Reactor Area and INTEC. Between those two assignments I wrote and edited hundreds of operations procedures. During that time I also edited DSAs and TSRs, and I had significant experience in compliance and requirements flowdown efforts, including implementing the requirements of safety basis documents and state and federal regulations. Before working as a procedure writer, I was the editor of the Occupational Safety and Fire Protection Manual, the Subcontractor Requirements Manual, and of much of the Environmental Protection and Compliance Manual. I have an expert level of knowledge of all DOE orders and standards, NFPA standards, and DOE, OSHA, and EPA standards (10 CFR, 29 CFR, and 40 CFR) that apply to INEEL operations.

Senior Engineer/Scientist, Lockheed Martin Idaho Technologies Co. (LMITCO), Idaho Falls, Idaho. October 1994 to July 1996.
As the Operational Readiness Review (ORR) Coordinator for the Idaho Chemical Processing Plant (now called INTEC), I was responsible for ensuring that nuclear facilities were appropriately reviewed before they were allowed to start or restart operations. I administered an ICPP-wide program to ensure that readiness reviews were completed efficiently, economically, and successfully. I served on several review teams. I wrote the first ICPP readiness review procedure, and I developed and conducted training for review teams and team leaders. I also was a member of the Occurrence Report Review Team, reviewing ORPS reports for all reportable occurrences.

Technical Specialist III, Westinghouse Idaho Nuclear Company (WINCO), Idaho Falls, Idaho. December 1992 to Sept. 1994.
In WINCO’s Quality Assurance branch, I was certified as a Quality Engineer. I conducted assessments and served as a mentor to other assessors, providing oversight, guidance, and training to them. I was then assigned to implement a new DOE order for occurrence reporting. I revised the occurrence reporting procedure and worked in the occurrence reporting program, where I investigated several unusual occurrences. After that, I was assigned to implement a new DOE order and standard for startup and restart of nuclear facilities. I wrote the ORR program documents and the training program for performing ORRs. I also served on the Standing Root Cause Committee, where I participated in root-cause analyses, investigated accidents and off-normal incidents, and wrote investigation reports.

Senior Communications Specialist, EG&G Idaho, Inc., Idaho Falls, Idaho. Mar. 1990 to Dec. 1992.
For the last year that I worked for EG&G I was on full-time assignment to WINCO, writing their self-assessment program. For several months before that, I oversaw the work of a group of procedure writers in the Waste Management Department. Programs I wrote or edited included the Waste Management Department’s Self-Assessment program, a Procedure Writer’s Guide for EG&G Idaho; training and safety programs for the INEEL printshop; checklists for the environmental assessment program of EG&G’s Environment, Safety, and Quality Assurance Department; and various project management plans, procedures, and directives. I left EG&G because WINCO asked me to help them run the self-assessment program I had written.

For six years I owned and managed a custom cabinetry business. I was a licensed cabinet contractor and employed as many as seven workers. As sole proprietor, it was up to me to ensure that my people created fine woodworking on time and within budget. Our woodwork was featured in Fine Woodworking magazine’s Design Book Three.

Hobbies

Science Fiction Writer
Writing science fiction stories and novels has helped me learn how to present technical and scientific information in a way that is accessible, acceptable, and persuasive to readers who are unfamiliar with the subject. My goals are to help educate an often uninformed public about scientific methods and principles and to persuade them of the value of scientific research.
